Peshawar High Court issue notices to chief secretary, Public Service Commission

 

PESHAWAR: A division bench of the Peshawar High Court (PHC) on Tuesday issued notices to Khyber Pakhtunkhwa chief secretary, provincial Public Service Commission and secretary health secretary in a writ petition challenging the written test for medical officers in the province.

A two-member bench comprising Justice Dost Muhammad Khan and Justice Waqar Ahmad Seth admitted the writ petition and directed the respondents to explain their position.

Dr Somia Abid, a candidate who failed the written test for medical officers, had challenged the test in the high court. The Public Service Commission (PSC) Khyber Pakhtunkhwa conducted the test on October 8, 2011.

In the petition, she asserted that it was the first written test conducted for appointment of medical officers in the country, adding that previously the Commission conducted interviews only for the purpose.

The petitioner prayed the court to declare the test illegal and order restoration of the old method for the appointment of medical officers. Lawyer for the petitioner Mian Mohibullah Kakakhel contended that only 11 candidates had passed the test for 509 posts of medical officers in the province.

He informed the court that a candidate was required to secure 200 marks out of 400 to qualify the test. He submitted that there were 39 seats for female candidates holding MBBS degrees but none of the 391 women candidates could clear the written test.

The counsel said that around 2,300 candidates appeared in the test for 439 seats of general medical officers and only six of them passed it. He said that some 4,500 candidates appeared in the test for 21 seats for the Khalifa Gul Nawaz Teaching Hospital, Bannu but only five candidates were declared successful. He argued that the Public Service Commission had prepared postgraduate level test for medical officers and was meant for highly qualified doctors.
